Bids for work contracts.
248.110. 1. The board of trustees for the sanitary districtshall let contracts for all work to be done, excepting in case ofrepairs or emergencies requiring prompt attention, in theconstruction of channels, drains or sewers, under the authorityof this chapter, the expense of which will exceed five hundreddollars, to the lowest responsible bidder therefor, upon not lessthan twenty days' notice of said letting, given by publication ina newspaper of general circulation in the district, and in thediscretion of the said board, in one or more newspapers ofgeneral circulation among contractors. The said board shall havethe power and authority to reject any and all bids, andreadvertise the work.
2. The board of trustees shall also have the power to enterinto agreements with persons, firms or corporations of knownstanding and competence for the execution and preparation of thesurveys, maps and plans needed and required by the said board,and also for the laying out and superintendence of work to beconstructed under the authority of this chapter; but no singleagreement so made shall cover more than one piece or class ofwork.
