Board may promulgate rules and regulations, procedure.
167.298. 1. The board may promulgate all necessary rules andregulations for the implementation of sections 167.290 to 167.310, which mayinclude, but need not be limited to, specifying:
(1) Standards for the hiring of staff for an extended day child careprogram or for the contracting by the district with a not-for-profitcorporation for the establishment of such a program;
(2) Cost and expense standards for the establishment and operation ofextended day child care programs within school facilities under variouseconomic conditions;
(3) Fee schedule guidelines which reflect various economic conditionsfor use by programs that are operating under a grant from the fund;
(4) Minimum staff to child ratios for an extended day child careprogram;
(5) Physical space requirements for a program, including indoor andoutdoor space;
(6) Nutrition requirements for a program;
(7) Standards for the provisions of emergency health services in aprogram;
(8) Application guidelines and deadlines; and
(9) A method for establishing priority of applicants in the event thenumber of districts applying for grants exceeds the funds available fordistribution in any fiscal year.
2. No rule or portion of a rule promulgated under the authority of thischapter shall become effective unless it has been promulgated pursuant to theprovisions of section 536.024, RSMo.
