JUSTICE RARICK delivered the opinion of the court:

The issue before us is whether the General Assembly and theGovernor violated the Illinois Constitution when they attempted toeliminate the cost-of-living adjustments to judicial salaries provided by lawfor the 2003 and 2004 fiscal years. The circuit court declared that theydid. In addition, it ordered the Comptroller to include the cost-of-livingadjustments for the 2004 fiscal year in the judges' paychecks. TheGovernor and Comptroller have appealed. For the reasons that follow, weaffirm.
