§ 6.1-194.89. (Repealed effective October 1, 2010) Construction of chapter.

This chapter, being a general act intended as a comprehensive coverage of itssubject matter, shall not be deemed to be impliedly repealed in whole or inpart by subsequent legislation not specifically repealing it if suchconstruction can be avoided. It is the intention of the General Assemblythat this chapter shall be liberally construed to effect the purposes set outherein. If any provision, clause, or phrase of this chapter or theapplication thereof to any person or circumstance is held invalid, suchinvalidity shall not affect other provisions or applications of this chapterwhich can be given effect without the invalid provisions or application, andto this end the provisions of this chapter are declared to be separable.
