§ 56-517. Interference with or obstruction of Governor, state representativeor agent.
No person, organization or association or any bargaining representative ofthe employees or any representative or agent of the management of the utilityshall interfere with or obstruct the Governor, or any state representative oragent designated by him, in his efforts to secure or contract for theservices of the officers and employees of the utility or of any person toengage in or continue the operation of the utility, or shall encourage orsolicit any such persons not to render such services or shall interfere in orobstruct the training of prospective employees in the operation of theutility by the Governor or by the designated state representatives. Uponseizure of any utility as provided herein the establishment or conduct of apicket line near or adjacent to any work engaged in or proposed to be engagedin by any such persons employed or sought to be employed by the Commonwealthin its operation of such utility shall be deemed an unlawful obstruction ofthe exercise of an essential function of the state government and a violationof this section; and all persons ordering, directing, encouraging orparticipating in any such picketing shall be guilty of violating this section.
