§ 44-205. Traffic regulations.

(1) Powers of Governor. - Whenever a state of war exists between the UnitedStates and any foreign country, the Governor alone, or through such statedepartments and agencies as he shall designate, is hereby authorized to:

(a) Cooperate with the agencies of other states and of the federal governmentin the furtherance of national defense by the formulation and execution ofplans for the rapid and safe movement over public highways and streets oftroops, vehicles of a military nature, materials for national defense, andall other traffic;

(b) Coordinate the activities of the departments or agencies of thisCommonwealth and its political subdivisions concerned directly or indirectlywith public highways and streets in a manner which will best effectuate anyplan for the rapid and safe movement over the same of troops, vehicles of amilitary nature, and materials for national defense;

(c) Promulgate rules and regulations and do any and all other things by himdeemed necessary and desirable for the control of traffic over publichighways and streets to accomplish the purposes of this section.

(2) Powers of political subdivisions. - The chief executive of the governingbody of each political subdivision of this Commonwealth is hereby authorizedand directed upon request of the Governor to cooperate with him and any statedepartment or agency designated by him in carrying out the purposes of thissection.

(3) When section in effect. - This section shall be in effect only during thetime a state of war exists between the United States and any foreign country.
