§ 32.1-89. Health services for persons suffering from hemophilia and relateddiseases; Hemophilia Advisory Board.
A. The State Board of Health shall establish a program for the care andtreatment of persons suffering from hemophilia and other related bleedingdiseases who are unable to pay for the entire cost of such services on acontinuing basis despite the existence of various types of hospital andmedical insurance. The program may include (i) payments on behalf of suchpersons for obtaining blood, blood derivatives and concentrates, fornecessary medical, surgical, dental, hospital and outpatient clinic servicesand for rehabilitation; (ii) the establishment of, or contracts for, hospitaland clinic facilities for the diagnosis and treatment of such persons; (iii)participation in the cost of blood processing to the extent that suchparticipation will facilitate the supplying of blood, blood derivatives andconcentrates and other efficacious agents to such persons; and (iv)development of, or participation in the cost of developing, programs for thecare and treatment of such persons, including self-administration, preventionand home care and medical and dental procedures and techniques designed toprovide maximum control over bleeding episodes typical in such persons.
B. The State Board of Health may provide home and clinic health services forpersons suffering from hemophilia or other related bleeding diseases who arenot eligible under subsection A of this section. The State Board of Healthmay provide such services through cooperative agreements with medicalfacilities or other appropriate means. Charges for persons receiving care ortreatment under this subsection shall be determined by the State Board ofHealth. Funds received in payment for such services are hereby appropriatedto the State Board of Health for the purpose of carrying out the provisionsof this section.
C. The Hemophilia Advisory Committee appointed by the Governor is continuedand shall hereafter be known as the Hemophilia Advisory Board. The HemophiliaAdvisory Board shall consult with the State Board of Health in theadministration of this section. The Hemophilia Advisory Board shall becomposed of seven persons, one representative each from hospitals, medicalschools, blood banks or licensed pharmacists, voluntary agencies interestedin hemophilia, local public health agencies, medical specialists inhemophilia, and the general public. Each member shall hold office for a termof four years and until his successor is appointed and qualified. Any personappointed to fill a vacancy occurring prior to the expiration of the term forwhich his predecessor was appointed shall be appointed for the remainder ofsuch term. The Hemophilia Advisory Board shall meet as frequently as theCommissioner deems necessary but not less than once each year.
