§ 30-320. (Contingent effective and expiration dates - see notes) Membership;terms; quorum; meetings.
The Commission shall have a total membership of eleven members that shallconsist of eight legislative members, two nonlegislative citizen members, andone ex officio member. Members shall be appointed as follows: five members ofthe House of Delegates, to be appointed by the Speaker of the House ofDelegates in accordance with the principles of proportional representationcontained in the Rules of the House of Delegates; and three members of theSenate, to be appointed by the Senate Committee on Rules; two nonlegislativecitizen members of whom one shall be a Virginia resident who is a directdescendant of President Woodrow Wilson, to be appointed by the Speaker of theHouse of Delegates; and one who shall be a Woodrow Wilson scholar in theMiller Center of Public Affairs at the University of Virginia to be appointedby the Senate Committee on Rules. The President of the Woodrow WilsonPresidential Library or his designee shall serve ex officio with votingprivileges. Nonlegislative citizen members of the Commission shall becitizens of the Commonwealth.
Legislative members and ex officio members of the Commission shall serveterms coincident with their terms of office.
Appointments to fill vacancies, other than by expiration of a term, shall befor the unexpired terms. Vacancies shall be filled in the same manner as theoriginal appointments. All members may be reappointed.
No House member shall serve more than four consecutive two-year terms; noSenate member shall serve more than two consecutive four-year terms; and nononlegislative citizen member appointed by the Speaker of the House ofDelegates or the Senate Committee on Rules shall serve more than fourconsecutive two-year terms. The remainder of any term to which a member isappointed to fill a vacancy shall not constitute a term in determining themember's eligibility for reappointment.
The Commission shall elect a chairman and vice-chairman from among itsmembership, who shall be members of the General Assembly. A majority of themembers shall constitute a quorum. The meetings of the Commission shall beheld at the call of the chairman or whenever the majority of the members sorequest.
