§ 30-173. Commission of Senate and Commission of House of Delegates onInterstate Cooperation; membership; compensation and expenses; quorum.

A. There is established a Commission on Interstate Cooperation of the Senatein the legislative branch of state government, to consist of six senators asfollows: the President pro tempore of the Senate, who shall serve as Chairmanof the Commission, and five members appointed by the Senate Committee onRules.

B. There is established a Commission on Interstate Cooperation of the Houseof Delegates in the legislative branch of state government, also to consistof six members; and the members shall be appointed and the chairman of theCommission shall be designated from among the membership of the Commission bythe Speaker of the House of Delegates in accordance with the principles ofproportional representation as contained in the Rules of the House ofDelegates.

C. Such bodies of the Senate and of the House of Delegates shall functionduring the regular sessions of the General Assembly and also during theinterim periods between such sessions. Members appointed and designated shallserve terms coincident with their terms of office.

D. Members of the commissions shall receive such compensation as provided in§ 30-19.12 and shall be reimbursed for all reasonable and necessary expensesincurred in the performance of their duties pursuant to § 30-171 and thissection as provided in §§ 2.2-2813 and 2.2-2825. Funding for the costs ofcompensation and expenses of the members shall be provided from existingappropriations to the Virginia Commission on Intergovernmental Cooperation.

E. A majority of the members shall constitute a quorum on each commission.Meetings of each commission shall be held at the call of the chairman orwhenever a majority of the members so request.
