§ 21-157. Creation of board or commission to control corporation.
In and for each district, a board or commission is hereby created to manageand control the functions, affairs and property of the corporation and toexercise all of the rights, powers and authority and perform all of theduties conferred or imposed upon the corporation. Except as a special actcreating the district shall otherwise provide, such board or commission shallconsist of five members, residents of the district, appointed by theGovernor. Except as a special act creating the district shall otherwiseprovide, in making the original appointments, one of the members shall beappointed for a term of one year, one for a term of two years, one for a termof three years and two for terms of four years each; subsequent appointmentsshall be made for a term of four years, except appointments to fill vacancieswhich shall be for the unexpired terms.
