§ 15.2-7226. Liberal construction.
Neither this chapter nor anything contained herein is or shall be construedas a restriction or limitation upon any powers that the Authority mightotherwise have under any laws of the Commonwealth, and this chapter iscumulative to any such powers; provided, however, that nothing in theforegoing provision shall be deemed to have expanded the powers of theAuthority to provide and operate telecommunication and related services,including without limitation, cable television, internet, and all otherservices that might be rendered by use of the Authority's fiber optic system,beyond existing restrictions and limitations thereon. This chapter does andshall be construed to provide a complete, additional, and alternative methodfor the doing of the things authorized hereby and shall be regarded assupplemental and additional to powers conferred by other laws. The provisionsof this Act are severable, and if any of its provisions shall be invalidatedby a court of competent jurisdiction, the decision of such court shall notaffect or impair any of the other provisions of this chapter unless saidpartial invalidation makes the continued operation of the Authorityeconomically or operationally inviable, in which case, this chapter shall bedeemed invalid as a whole.
