(a) The authority shall consist of a chair and four other members appointed by the governor with the advice and consent of the senate. Members shall be residents of the state during their term of office and must have been registered voters of the state for at least one year next preceding their appointment. Each member shall hold office for the term of his or her appointment and until his or her successor is appointed and qualified. A member shall be eligible for reappointment.
