This section shall not apply to a school board member in office on the date of passage, but shall apply to any subsequent terms of office held by such persons.
(b) The commissioner may waive the provisions of this section for employment of a specific individual as a substitute teacher, coach or supervisor of extracurricular activities for a period not to exceed one year, which may be renewed, in circumstances in which the school district or supervisory union is unable to hire another qualified person through no fault of its own.
