49-7-2602. Contents of report.
The report of the study's findings should include a description and discussion of the following points of information and other data and analyses that may be useful in assessing the impact of independent colleges and universities on the delivery of higher education services in this state:
(1) The financial health of the independent sector of higher education as a whole and of the various subgroups of institutions within that sector as determined by trend line analysis of the following four (4) key financial ratios:
(A) Net revenue ratio;
(B) Tuition and fees contribution ratio;
(C) Gifts and grants ratio;
(D) Instructional cost ratio;
(2) A summary of key institutional performance indicators, including the following points of information:
(A) Freshman to sophomore retention rates;
(B) Graduation and program completion rates conforming with the Tennessee higher education commission model for computing those rates;
(C) The awarding of degrees by these institutions and the percentage of total degrees awarded in this state annually that are granted by these institutions; and
(D) The known and observed effects of state and federal financial aid programs on student performance and achievement at these institutions;
(3) A summary of headcount and full-time equivalent enrollments at these institutions, including the following points of information:
(A) Ten-year headcount enrollment trend;
(B) Ten-year full-time equivalent enrollment trend;
(C) The capacity of these institutions to enroll additional Tennessee state residents without significant expansion of facilities or faculties; and
(4) An evaluation of the effectiveness of state-funded student financial aid programs in providing access to and encouraging enrollment at these institutions, including specific reference to the following state programs:
(A) Tennessee student assistance award program;
(B) Tennessee academic scholars program;
(C) Tennessee teacher/loan scholarship program;
(D) Minority teaching fellows program;
(E) Stafford student loan program; and
(F) Contract education program.
