58-5-91. Voucher not obtainable--Affidavit as to character and object of expenditure. If a voucher cannot be obtained, the expenditure referred to in § 58-5-88 shall be evidenced by an affidavit in which is set forth the character and object of the expenditure and the reasons for not obtaining a voucher therefor.
