5-17-7. Determination that cement plant is practical--Factors considered. Whenever the said Cement Plant Commission shall have completed its exploration of the resources of this state as in this chapter required, and shall have made a thorough and complete investigation of the different prospective sites for such cement plants and shall have obtained data relating to transportation facilities, coal or other fuel supply, and the demand for and cost of production, and shall determine that there is great probability that the state can successfully engage in the manufacture of cement and cement products, it shall enter an order to that effect upon the journal of its proceedings and it shall then proceed to locate, construct, and operate a cement plant or cement plants at such locations as it shall determine. A copy of said order shall be filed in the Office of the Secretary of Revenue.
