5-15-26. Maintenance and protection of buildings and grounds--Employment of personnel. The commissioner of administration shall be the superintendent of the state capitol, and shall have the control, management, and supervision of the buildings and grounds, and the employment of such engineers, carpenters, electricians, plumbers, mechanics, watchmen, policemen, elevator operators, guides, janitors, and other laborers as shall be necessary for the proper care, safety, management, and maintenance of the capitol and grounds, and the public property there kept, and for the proper protection of the same from injury and deterioration.
He shall, subject to chapter 3-6A, prepare and enforce the necessary rules fixing the details of service for all employees mentioned in this section.
