46A-13-17. Viewers' report, filing with commission--Agreement of commission and officers of adjoining state as to amount of costs to be borne by property within the respective states. Upon the filing of a copy of the viewers' report with the commission of such drainage district, such commission and the proper representatives of such adjoining state or states shall agree upon the proportionate amount of the cost of such improvement that shall be borne by the property located within the respective states, which shall be according to the benefits received. For the purpose of arriving at such determination such commission, with or without the representatives of the adjoining state or states, may hold such hearings as it deems best, and from all the information obtained from the report of the viewers and from such hearings shall arrive at and agree with the representatives of such adjoining state or states upon the proportionate amount of the cost of the improvement which shall be borne by the property located within such drainage district, and shall enter such determination of record.
