33-10-2. General courts-martial--Convening authority--Jurisdiction. General courts-martial for members of the national guard not in the service of the United States may be convened by order of the Governor or of the adjutant general. Such courts may impose fines not to exceed two hundred dollars, require the forfeiture of pay and allowances, issue a reprimand, dismiss from the service, impose a dishonorable discharge from the service, or reduce noncommissioned officers to the ranks.
