3-7-20. Personnel management actions--Compliance with merit standards. All personnel management actions taken under the provisions of this chapter shall be made in compliance with merit standards as follows:
(1) Recruiting, selecting, and advancing employees on the basis of, including but not limited to, relative ability, knowledge, and skills and open consideration of qualified applicants for initial appointments and promotions;
(2) Providing equitable and adequate compensations;
(3) Training employees to assure high quality performance;
(4) Retaining employees when necessary, correcting inadequate performance, and separating employees whose performance cannot be improved;
(5) Assuring fair treatment without regard to age, political affiliation, race, color, national origin, sex, or religious creed;
(6) Protecting employees against forced involvement in partisan political activities.
