11-10-2. Application of model code--Exceptions. The model code shall apply to the construction and major renovation of buildings with the following exceptions:
(1) Any building or portion thereof which does not have a heating or a cooling system;
(2) Any building used exclusively for construction or storage purposes, and not heated or cooled mechanically;
(3) Any renovation project the value of which is less than fifty percent of the current market value of a building;
(4) Any mobile home;
(5) Any building or portion thereof owned or leased by the United States;
(6) Any building specifically designated as historically significant by a governmental entity or listed or eligible for listing in the National Register of Historic Places;
(7) The model code lighting standards shall not apply to residential buildings.
