§ 46-28-9 Annual council report andspecial reports. – (a) Annual report. The council shall make an annual report to thegovernor and the general assembly on or before February 1 of each year. Thereport shall include a summary of the activities of the council and of eachdesignated local watershed council and a consolidated financial statement ofall funds received by and expended by the rivers council during the reportingperiod.
(1) Within ninety (90) days after the end of each fiscalyear, the council shall approve and submit an annual report to the governor,the speaker of the house of representatives, the president of the senate, andthe secretary of state of its activities during that fiscal year. The reportshall provide: an operating statement summarizing meetings or hearings held,including meeting minutes, subjects addressed, decisions rendered, rules orregulations promulgated, studies conducted, policies and plans developed,approved, or modified, and programs administered or initiated; a summary of theactivities of each designated local watershed; a consolidated financialstatement of all funds received and expended including the source of the funds,a listing of any staff supported by these funds, and a summary of any clerical,administrative or technical support received; a summary of performance duringthe previous fiscal year including accomplishments, shortcomings and remedies;a synopsis of hearings, complaints, suspensions or other legal matters relatedto the authority of the council; a summary of any training courses heldpursuant to subsection 46-28-7(13); a briefing on anticipated activities in theupcoming fiscal year; findings and recommendations for improvements; and asummary of progress made by the council in the implementation of thesystem-level plan as described in § 46-31-5.
(2) The report shall be posted electronically as prescribedin § 42-20-8.2. The director of the department of administration shall beresponsible for the enforcement of this provision.
(b) Special reports. The council shall prepare suchspecial reports as may be requested by the general assembly, or either branchthereof, the governor, or as may be determined by the council.
