SECTION 45-9-2
§ 45-9-2 Town approval for establishment.– No budget commission shall be created for a town, as distinguished from a city,unless the electors of the town, in a regularly called financial town meeting,notice of the proposition appearing in the call for the meeting, by a majorityvote of those present and voting, vote to submit the proposition to theelectors of the town qualified to vote upon any proposition to impose a tax orfor the expenditure of money, at the next regular election of town officers,and unless the electors at the election by a majority vote of those present andvoting approve the proposition.
