SECTION 45-56-2
§ 45-56-2 Powers of the downtown centerspecial services district. The downtown center special services district constitutes a body politic andcorporate and the ordinance establishing the district confers upon the districtthe following powers and other powers as are provided in the chapter:
(1) To sue or be sued;
(2) To acquire, hold and convey any estate, real or personal;
(3) To contract;
(4) To borrow money, provided any obligation incurred forthis purpose is discharged not more than one year after it was incurred, andthe district may pledge any revenues to be received pursuant to § 45-56-6against the obligation;
(5) To recommend to the legislative body of the municipalityin which the district is located the imposition of a levy upon the taxableinterests in real property within the district, the revenues from which may beused in carrying out any of the powers of the district;
(6) To construct, own, operate and maintain publicimprovements; and
(7) To provide, within the district, some or all of the otherservices which the municipality is authorized to provide, except that theordinance may not confer upon the district the power to provide elementary orsecondary public education services; and, provided, further, that the ordinancemay not confer upon the district the power to provide services which are thenbeing provided within any portion of the area included in the district by anymulti-town body or authority.
