SECTION 45-40-1

   § 45-40-1  Authority to create commission– Purpose. – (a) City or town councils have the authority to create a commission, to becalled the interlocal cooperation commission, the purpose of which is tocooperate with other localities on a basis of mutual advantage, and to provideservices and facilities in a manner and pursuant to forms of governmentalorganization that will accord best with geographic, economic, population, andother factors influencing the needs and development of local communities.

   (b) The commission shall conduct researches into the localgovernmental functions of its own and local communities. It may recommend toits council or any political subdivision of this state or another state, and toany agency of the state government or of the United States, programs toaccomplish its purpose. It shall keep accurate records of its meetings andactions and file an annual report. It has power to appoint, subject to anypersonnel procurement program ordained by the city or town, any clerks andother employees that it may from time to time require.
