SECTION 45-30-7

   § 45-30-7  Independent authorization –Restrictions of other laws inapplicable. – This chapter constitutes an independent authorization for a housing authorityto undertake the development or administration of projects to assure theavailability of safe and sanitary dwellings for persons engaged in nationaldefense activities, as provided in this chapter, and to administer thoseprojects, consistent with national defense needs, to house service personneland returning veterans and their families. In exercising any powers or carryingout any authorization contained in this chapter, a housing authority is notsubject to any limitations, restrictions, or requirements of other laws (exceptthose relating to land acquisition) prescribing the procedure or action to betaken in the development or administration of any public works, including slumclearance and housing projects for persons of low income or undertakings orprojects of municipal or public corporations or political subdivisions oragencies of the state, and may in its discretion, comply with any conditions,not inconsistent with the purposes of this chapter, required by the federalgovernment pursuant to federal law in any contract relating to projectsdeveloped or administered under this chapter.
