§ 42-72.5-2 Policy and goals. The children's cabinet shall:
(1) Meet at least monthly to address all issues, especiallythose that cross departmental lines, and relate to children's needs andservices;
(2) Review, amend, and propose all interagency agreementsnecessary to provide coordinated services to children;
(3) Produce an annual comprehensive children's budget, to besubmitted with other budget documents to the general assembly;
(4) Produce, by July 1, 1992, a comprehensive, five (5) yearstatewide plan and proposed budget for an integrated state child servicesystem. This plan shall be submitted to the governor and to the chairperson ofthe permanent legislative commission on the department of children, youth, andfamilies;
(5) Report on its activities at least three (3) times peryear to the permanent legislative commission on the department of children,youth, and families; and
(6) Develop a strategic plan to design and implement asingle, secure, universal student identifier system that does not involve astudent's social security number and that will foster interagencycommunication, increase efficiency of service delivery, and simultaneouslyprotect children's legitimate expectations of privacy and rights toconfidentiality.
