§ 42-62-21 Health cost report. (a) The governor shall provide for a health cost report to be made not laterthan December 31 to the general assembly on legislative and administrativesteps required:
(1) To provide a more comprehensive protection against thecosts of health services provided pursuant to this chapter to persons withouthealth insurance;
(2) To control the rising cost of health services;
(3) To provide for more efficient administration of healthservices by the state;
(4) To establish more efficient and uniform rate settingprocesses for the state's purchase of health services and goods;
(5) To reduce out-of-pocket costs of health services topersons residing in the state;
(6) To establish a uniform reporting system for vendors forthe costs of health services; and
(7) To respond to other changes in health finance, planning,and regulation that may be required in Rhode Island in the event of the passageof a national health insurance act.
(b) The report shall be made in consultation with the budgetofficer, the director of the department of health, the directors of thedepartments of mental health, retardation, and hospitals, of human services,and of business regulation, and with representatives of insurers, of the RhodeIsland Medical Society, of the Hospital Association of Rhode Island, ofemployers' organizations, and of employees' organizations.
