§ 40.1-1-18 Liberal construction. –This chapter shall be liberally construed in aid of its declared purposes, theprimary purpose of which is the coordination and integration of functionsrelating to substance abuse education, prevention and treatment within onedepartment and the allocation of these functions to the department of mentalhealth, retardation, and hospitals.
