SECTION 39-16-2
§ 39-16-2 District created. – There is hereby created a district to be known as the Kent County waterdistrict, whose boundaries shall be coterminous with the boundaries of KentCounty. Notwithstanding any finding by any court to the contrary, the KentCounty water district shall be a political subdivision of the state.
