§ 39-1-28 Acceptance of grants. The commission and the division are authorized and empowered to apply for andreceive and accept in the name of the state grants, of property, money andservices and other assistance offered or made available to them by any person,any political subdivision or entity, or any other agency, governmental orprivate, including the United States or any of its agencies andinstrumentalities, which they may use for any purpose in furtherance of theirpowers and duties; provided, however, that acceptance of any grant shall notmake the state in any manner legally or equitably liable to the donor relativeto the use of the grant. The grants received shall not be covered into thegeneral fund of the state, but shall be kept by the general treasurer in aseparate fund for the commission and division and shall be paid out by him orher only upon receipt of properly authenticated vouchers signed by thechairperson of the commission or the administrator as appropriate, without thenecessity of appropriation or reappropriation by the general assembly.
