§ 31-32-22 Certificate furnished bynonresident as proof. A nonresident may give proof of financial responsibility by filing with thedivision of motor vehicles a written certificate or certificate of an insurancecarrier authorized to transact business in the state in which the vehicle, orvehicles, owned by the nonresident is registered, or in the state in which thenonresident resides, if he or she does not own a vehicle, provided thecertificate otherwise conforms with the provisions of this chapter. Thedivision of motor vehicles shall accept the certificate upon condition that theinsurance carrier complies with the following provisions with respect to thepolicies so certified.
(1) The insurance carrier shall execute a power of attorneyauthorizing the division of motor vehicles to accept service on its behalf ofnotice or process in any action arising out of a motor vehicle accident in thisstate.
(2) The insurance carrier shall agree in writing that thepolicies shall be deemed to conform with the laws of this state relating to theterms of motor vehicle liability policies issued in it.
