SECTION 28-44-54

   § 28-44-54  Scope of judicial review –Additional evidence – Precedence of proceedings. – The jurisdiction of the reviewing court shall be confined to questions of law,and, in the absence of fraud, the findings of fact by the board of review, ifsupported by substantial evidence regardless of statutory or common law rules,shall be conclusive. Additional evidence required by the court shall be takenbefore the board of review, and the board of review, after hearing thatadditional evidence shall file with the court such additional or modifiedfindings of fact or conclusions as it may make, together with transcripts ofthe additional record. All proceedings under §§ 28-44-52 and 28-44-53shall be summarily heard and given precedence over all other civil cases.Appeals involving benefit rights shall be given precedence over all other casesarising under chapters 42 – 44 of this title.
