§ 27-6-51 Judicial review of orders anddecisions. (a) Any final order or decision of the commissioner, including any order madeafter a hearing under the provisions of §§ 27-6-17 27-6-22 or§ 27-6-49, shall be subject to review by a petition filed within twenty(20) days after notice of it at the instance of any party in interest in thesuperior court for the counties of Providence and Bristol, and the matter shallbe heard de novo in the superior court and decisions on issues of fact shall bein accordance with the preponderance of the evidence presented there.
(b) The court shall determine whether the order or decisionof the commissioner shall be stayed pending review. The court may, in disposingof the issue before it, modify, affirm, or reverse the order or decision of thecommissioner in whole or in part.
(c) An appeal may be taken from the decision of the superiorcourt to the supreme court, and that appeal shall follow the course of equity.
