§ 23-1-1.1 Health planning –Findings. – It is found and determined that health planning is essential to promoteappropriate access to high quality health services at a reasonable cost and isa precondition to effective public health practice by the department of health;and that health planning is a prerequisite to the effective discharge of thedepartment of health's certificate of need responsibilities.
