§ 16-28-6 Appropriations anddisbursements. – The general assembly shall annually appropriate a sum sufficient to carry outthe purposes of this chapter; and the state controller is authorized anddirected to draw his or her orders upon the general treasurer for the paymentof the sum, or so much of a sum as may be required, from time to time, upon thereceipt by the controller of properly authenticated vouchers.
