§ 16-24-7 "Mentally retarded minors"defined. – The term "mentally retarded minors" means all children between the age of three(3) and twenty-one (21) who because of retarded intellectual development, asdetermined by an individual multidisciplinary evaluation, require specializedinstruction appropriate to their individual capacity.
