     § 7716.  Records.        The department shall maintain a record, which shall be made     available to all enforcement agencies, of:            (1)  The registration number for each snowmobile and ATV        for which a registration certificate or limited registration        certificate is issued.            (2)  The name and address of the owner of each snowmobile        and ATV for which a registration certificate or limited        registration certificate is issued.
