§ 93E‑1‑8. Education program approval and fees.
(a) The Board may byrule prescribe minimum standards for the approval and renewal of approval ofschools and other course sponsors and their instructors to conduct appraiserprelicensing and precertification courses required by G.S. 93E‑1‑6(a).Such standards may address subject matter, program structuring, instructionalmaterials, requirements for satisfactory course completion, instructors'qualifications, and other related matters relevant to the provision of suchcourses in a manner that best serves the public interest. The standards mayrequire that schools and course sponsors obtain approval for the content ofprelicensing and precertification courses from the Appraiser QualificationsBoard of the Appraisal Foundation as part of the application process with theAppraisal Board and pay any fees directly to the Appraiser Qualifications Boardas required by the Appraiser Qualifications Board for the approval.
(b) The Board may byrule set nonrefundable fees chargeable to private real estate appraisal schoolsor course sponsors, including appraisal trade organizations, for the approvaland annual renewal of approval of their prelicensing and precertificationcourses required by G.S. 93E‑1‑6(a), or equivalent courses. Thefees shall be one hundred dollars ($100.00) per course for approval and fiftydollars ($50.00) per course for renewal of approval. No fees shall be chargedfor the approval or renewal of approval to conduct appraiser prelicensing orprecertification courses where such courses are offered by a North Carolinacollege, university, junior college, or community or technical collegeaccredited by the Southern Association of Colleges and Schools, or an agency ofthe federal, State, or local government.
(c) The Board may byrule prescribe minimum standards for the approval and annual renewal ofapproval of schools and other course sponsors and their instructors to conductappraiser continuing education courses. Such standards may address subjectmatter, instructional materials, requirements for satisfactory coursecompletion, minimum course length, instructors' qualifications, and otherrelated matters relevant to the provision of such courses in a manner that bestserves the public interest.
(d) Nonrefundable feesof one hundred dollars ($100.00) per course may be charged to schools andcourse sponsors for the approval to conduct appraiser continuing educationcourses and fifty dollars ($50.00) per course for renewal of approval. However,no fees shall be charged for the approval or renewal of approval to conductappraiser continuing education courses where such courses are offered by aNorth Carolina college, university, junior college, or community or technicalcollege accredited by the Southern Association of Colleges and Schools, or byan agency of the federal, State, or local government. A nonrefundable fee offifty dollars ($50.00) per course may be charged to current or former licenseesor certificate holders requesting approval by the Board of a course forcontinuing education credit when approval of such course has not beenpreviously obtained by the offering school or course sponsor.
