§ 7B‑1500. Purpose.
This Subchapter shall beinterpreted and construed so as to implement the following purposes andpolicies:
(1) To protect thepublic from acts of delinquency.
(2) To deter delinquencyand crime, including patterns of repeat offending:
a. By providing swift,effective dispositions that emphasize the juvenile offender's accountabilityfor the juvenile's actions; and
b. By providingappropriate rehabilitative services to juveniles and their families.
(3) To provide aneffective system of intake services for the screening and evaluation ofcomplaints and, in appropriate cases, where court intervention is not necessaryto ensure public safety, to refer juveniles to community‑based resources.
(4) To provide uniformprocedures that assure fairness and equity; that protect the constitutionalrights of juveniles, parents, and victims; and that encourage the court andothers involved with juvenile offenders to proceed with all possible speed inmaking and implementing determinations required by this Subchapter.
