§ 62‑130. Commission to make rates for publicutilities.
(a) The Commission shall make, fix, establish or allow just andreasonable rates for all public utilities subject to its jurisdiction. A rateis made, fixed, established or allowed when it becomes effective pursuant tothe provisions of this Chapter.

(c) The Commission may make, require or approve, after publichearing, for intrastate shipments what are known as milling‑in‑transit,processing‑in‑transit, or warehousing‑in‑transit rateson grain, lumber to be dressed, cotton, peanuts, tobacco, or such othercommodities as the Commission may designate.
(d) The Commission shall from time to time as often ascircumstances may require, change and revise or cause to be changed or revisedany rates fixed by the Commission, or allowed to be charged by any publicutility.
(e) In all cases where the Commission requires or orders apublic utility to refund moneys to its customers which were advanced by orovercollected from its customers, the Commission shall require or order theutility to add to said refund an amount of interest at such rate as theCommission may determine to be just and reasonable; provided, however, that suchrate of interest applicable to said refund shall not exceed ten percent (10%)per annum.
