§58‑78‑10. State Fire and Rescue Commission Organization; rulesand regulations; meetings.
(a) Organization. TheCommission shall elect from its voting members a chairman and vice‑chairmanto serve as provided by the rules adopted by the Commission.
(b) Rules andRegulations. The Commission shall adopt such rules and regulations, notinconsistent with the laws of this State as may be required by the federalgovernment for programs and grants‑in‑aid for fire protection,firefighting, and rescue purposes which may be made available to the State bythe federal government. The Commission shall be the single State agencyresponsible for establishing policy, planning and carrying out the State'sduties with respect to all programs of and grants to the State by the UnitedStates Fire Administration, Federal Emergency Management Agency. In respect tosuch programs and grants, the Commission shall have authority to review,approve and maintain general oversight to the State plan and itsimplementation, including subgrants and allocations to local units ofgovernment and local fire prevention and control and rescue agencies.
All actions taken by theCommission in the performance of its duties shall be implemented andadministered by the Department.
