§58‑2‑155. Investigation of charges.
Upon his own motion or uponcomplaint being filed by a citizen of this State that a company authorized todo business in the State has violated any of the provisions of Articles 1through 64 of this Chapter, the Commissioner shall investigate the matter, and,if necessary, examine, under oath, by himself or his accredited representativesthe president and such other officer or agents of such companies as may bedeemed proper; also all books, records, and papers of the same. In case theCommissioner shall find upon substantial evidence that any complaint against acompany is justified, said company, in addition to such penalties as areimposed for violation of any of the provisions of Articles 1 through 64 of thisChapter, shall be liable for the expenses of the investigation, and theCommissioner shall promptly present said company with a statement of suchexpenses. If the company refuses or neglects to pay, the Commissioner isauthorized to bring a civil action for the collection of these expenses.
