§ 143B‑181. Governor's Advisory Council on Aging members; selection; quorum;compensation.
The Governor's Advisory Council on Aging of the Department of Healthand Human Services shall consist of 33 members, 29 members to be appointed bythe Governor, two members to be appointed by the President Pro Tempore of theSenate, and two members to be appointed by the Speaker of the House ofRepresentatives. The composition of the Council shall be as follows: onerepresentative of the Department of Administration; one representative of theDepartment of Cultural Resources; one representative of the Employment SecurityCommission; one representative of the Teachers' and State Employees' RetirementSystem; one representative of the Commissioner of Labor; one representative ofthe Department of Public Instruction; one representative of the Department ofEnvironment and Natural Resources; one representative of the Department ofInsurance; one representative of the Department of Crime Control and PublicSafety; one representative of the Department of Community Colleges; onerepresentative of the School of Public Health of The University of NorthCarolina; one representative of the School of Social Work of The University ofNorth Carolina; one representative of the Agricultural Extension Service ofNorth Carolina State University; one representative of the collective body ofthe Medical Society of North Carolina; and 19 members at large. The at largemembers shall be citizens who are knowledgeable about services supportedthrough the Older Americans Act of 1965, as amended, and shall include personswith greatest economic or social need, minority older persons, and participantsin programs under the Older Americans Act of 1965, as amended. The Governorshall appoint 15 members at large who meet these qualifications and are 60years of age or older. The four remaining members at large, two of whom shallbe appointed by the President Pro Tempore of the Senate and two of whom shallbe appointed by the Speaker of the House of Representatives, shall be broadlyrepresentative of the major private agencies and organizations in the State whoare experienced in or have demonstrated particular interest in the specialconcerns of older persons. At least one of each of the at‑large appointmentsof the President Pro Tempore of the Senate and the Speaker of the House ofRepresentatives shall be persons 60 years of age or older. The Council shallmeet at least quarterly.
Members at large shall be appointed for four‑year terms and untiltheir successors are appointed and qualify. Ad interim appointments shall befor the balance of the unexpired term.
The Governor shall have the power to remove any member of the Councilfrom office in accordance with the provisions of G.S. 143B‑16 of theExecutive Organization Act of 1973.
The Governor shall designate one member of the Council as chair toserve in such capacity at his pleasure.
Members of the Council shall receive per diem and necessary travel andsubsistence expenses in accordance with the provisions of G.S. 138‑5.
A majority of the Council shall constitute a quorum for the transactionof business.
All clerical and other services required by the Council shall besupplied by the Secretary of Health and Human Services.
