§130A‑92. Duties of the State Registrar.
(a)       The State Registrarshall secure and maintain all vital records required under this Article andshall do all things necessary to carry out its provisions. The State Registrarshall:
(1)Â Â Â Â Â Â Â Examine vitalrecords received from local registrars to determine if these records arecomplete and satisfactory, and require the provision of information necessaryto make the records complete and satisfactory;
(2)Â Â Â Â Â Â Â Permanently preservethe information from the vital records in a systematic manner in adequatefireproof space which shall be provided in a State building by the Departmentof Administration, and maintain a comprehensive and continuous index of allvital records;
(3)Â Â Â Â Â Â Â Prepare and supplyor approve all forms used in carrying out the provisions of this Article;
(4)Â Â Â Â Â Â Â Appoint localregistrars as required by G.S. 130A‑95 and exercise supervisory authorityover local registrars, deputy local registrars and sub‑registrars;
(5)Â Â Â Â Â Â Â Enforce theprovisions of this Article, investigate cases of irregularity or violations andreport violations to law‑enforcement officials for prosecution under G.S.130A‑26;
(6)Â Â Â Â Â Â Â Conduct studies andresearch and recommend to the General Assembly any additional legislationnecessary to carry out the purposes of this Article; and
(7)Â Â Â Â Â Â Â Adopt rulesnecessary to carry out the provisions of this Article.
(b)       The State Registrarmay retain payments made in excess of the fees established by this Article ifthe overpayment is in the amount of three dollars ($3.00) or less and the payordoes not request a refund of the overpayment.
