§ 115C‑105.20. School‑Based Managementand Accountability Program.
(a) The General Assembly believes that all children can learn.It is the intent of the General Assembly that the mission of the public schoolcommunity is to challenge with high expectations each child to learn, toachieve, and to fulfill his or her potential. With that mission as its guide,the State Board of Education shall develop a School‑Based Management andAccountability Program. The primary goal of the Program shall be to improvestudent performance.
(b) In order to support local boards of education and schools inthe implementation of this Program, the State Board of Education shall adoptguidelines, including guidelines to:
(1) Assist local boards and schools in the development andimplementation of school‑based management under Part 2 of this Article.
(2) Recognize the schools that meet or exceed their goals.
(3) Identify low‑performing schools under G.S. 115C‑105.37,and create assistance teams that the Board may assign to schools identified aslow‑performing under G.S. 115C‑105.37. The assistance teams shouldconsist of currently practicing teachers and staff, representatives of institutionsof higher education, school administrators, and others the State Boardconsiders appropriate.
(4) Enable assistance teams to make appropriate recommendationsunder G.S. 115C‑105.38.
(5) Establish a process to resolve disputes between local boardsand schools in the development and implementation of school improvement plansunder G.S. 115C‑105.27.
