§ 113‑60.1. Authority of Governor to close forests and woodlands to hunting, fishing andtrapping.
During periods of protracted drought or when other hazardous fireconditions threaten forest and water resources and appear to requireextraordinary precautions, the Governor of the State, upon the jointrecommendation of the Secretary and the Executive Director of the NorthCarolina Wildlife Resources Commission, may by official proclamation:
(1) Close any or all of the woodlands and inland waters of theState to hunting, fishing and trapping for the period of the emergency.
(2) Forbid for the period of the emergency the building ofcampfires and the burning of brush, grass or other debris within 500 feet ofany woodland in any county, counties, or parts thereof.
(3) Close for the period of the emergency any or all of thewoodlands of the State to such other persons and activities as he deems properunder the circumstances, except to the owners or tenants of such property andtheir agents and employees, or persons holding written permission from anyowner or his recognized agent to enter thereon for any lawful purpose otherthan hunting, fishing or trapping.
