Unified Licenses.
§ 113‑351. Unifiedhunting and fishing licenses; subsistence license waiver.
(a)       Definitions. – Thedefinitions set out in G.S. 113‑174 apply to this Article.
(b)       General ProvisionsGoverning Licenses and Waivers. – The general provisions governing licenses setout in G.S. 113‑174.1 apply to licenses and waivers issued under thissection.
(c)       Types of UnifiedHunting and Fishing Licenses; Fees; Duration. – The Wildlife ResourcesCommission shall issue the following Unified Hunting and Fishing Licenses:
(1)       Annual ResidentUnified Sportsman/Coastal Recreational Fishing License. – $55.00. This licenseis valid for a period of one year from the date of issuance. This license shallbe issued only to an individual who is a resident of the State. This licenseauthorizes the licensee to take all wild animals and wild birds, includingwaterfowl, by all lawful methods in all open seasons, including the use of gamelands; to fish with hook and line for all fish in all inland fishing waters andjoint fishing waters, including public mountain trout waters; and to engage inrecreational fishing in coastal fishing waters.
(2)       Annual ResidentUnified Inland/Coastal Recreational Fishing License. – $35.00. This license isvalid for a period of one year from the date of issuance. This license shall beissued only to an individual who is a resident of the State. This licenseauthorizes the licensee to fish with hook and line for all fish in all inlandfishing waters and joint fishing waters, including public mountain troutwaters, and to engage in recreational fishing in coastal fishing waters.
(3)       Lifetime UnifiedSportsman/Coastal Recreational Fishing Licenses. – Except as provided in sub‑subdivisionf. of this subdivision, a license issued under this subdivision is valid forthe lifetime of the licensee. A license issued under this subdivisionauthorizes the licensee to take all wild animals and wild birds, includingwaterfowl, by all lawful methods in all open seasons, including the use of gamelands; to fish with hook and line for all fish in all inland fishing waters andjoint fishing waters, including public mountain trout waters; and to engage inrecreational fishing in coastal fishing waters.
a.        Infant LifetimeUnified Sportsman/Coastal Recreational Fishing License. – $275.00. This licenseshall be issued only to an individual who is younger than one year of age.
b.        Youth LifetimeUnified Sportsman/Coastal Recreational Fishing License. – $450.00. This licenseshall be issued only to an individual who is one year of age or older butyounger than 12 years of age.
c.        Resident AdultLifetime Unified Sportsman/Coastal Recreational Fishing License. – $675.00.This license shall be issued only to an individual who is 12 years of age orolder but younger than 65 years of age and who is a resident of the State.
d.        Nonresident AdultLifetime Unified Sportsman/Coastal Recreational Fishing License. – $1,350. Thislicense shall be issued only to an individual who is 12 years of age or olderand who is not a resident of the State.
e.        Resident Age 65Lifetime Unified Sportsman/Coastal Recreational Fishing License. – $30.00. Thislicense shall be issued only to an individual who is 65 years of age or olderand who is a resident of the State.
f.         Resident DisabledVeteran Lifetime Unified Sportsman/Coastal Recreational Fishing License. – $110.00.This license shall be issued only to an individual who is a resident of theState and who is a fifty percent (50%) or more disabled veteran as determinedby the United States Department of Veterans Affairs. This license remains validfor the lifetime of the licensee so long as the licensee remains fifty percent(50%) or more disabled.
g.        Resident TotallyDisabled Lifetime Unified Sportsman/Coastal Recreational Fishing License. – $110.00.This license shall be issued only to an individual who is a resident of theState and who is totally and permanently disabled as determined by the SocialSecurity Administration.
(4)       Lifetime UnifiedInland/Coastal Recreational Fishing Licenses. – Except as provided in sub‑subdivisionsb. and c. of this subdivision, a license issued under this subdivision is validfor the lifetime of the licensee. A license issued under this subdivisionauthorizes the licensee to fish with hook and line for all fish in all inlandfishing waters and joint fishing waters, including public mountain troutwaters, and to engage in recreational fishing in coastal fishing waters.
a.        Resident LifetimeUnified Inland/Coastal Recreational Fishing License. – $450.00.
b.        Resident LegallyBlind Lifetime Unified Inland/Coastal Recreational Fishing License. – Nocharge. This license shall be issued only to an individual who is a resident ofthe State and who has been certified by the Department of Health and HumanServices as an individual whose vision with glasses is insufficient for use inordinary occupations for which sight is essential. This license remains validfor the lifetime of the licensee so long as the licensee remains legally blind.
c.        Resident Adult CareHome Lifetime Unified Inland/Coastal Recreational Fishing License. – No charge.This license shall be issued only to an individual who is a resident of theState and who resides in an adult care home as defined in G.S. 131D‑2.1or G.S. 131E‑101(1). This license remains valid for the lifetime of thelicensee so long as the licensee remains a resident of an adult care home.
(d)       ResidentSubsistence Unified Inland/Coastal Recreational Fishing License Waiver. – Acounty department of social services shall issue a Resident Subsistence UnifiedInland/Coastal Recreational Fishing License Waiver to an individual whoreceives benefits from Medicaid, Food and Nutrition Services, or Work FirstFamily Assistance through the county department of social services and whorequests a waiver. This waiver shall be issued at no charge. This waiver isvalid for a period of one year from the date of issuance. This waiver shall beissued only to an individual who is a resident of the State. This waiverauthorizes the waiver holder to fish with hook and line for all fish in allinland fishing waters and joint fishing waters, except for public mountaintrout waters, and to engage in recreational fishing in coastal fishing waters.County departments of social services shall supply the Wildlife ResourcesCommission with the name, mailing address, and telephone number of eachindividual who receives a waiver.  (2005‑455, s. 1.16; 2006‑79, s. 2; 2006‑255,s. 10; 2007‑97, s. 14; 2009‑462, s. 4(e).)
