1866 - State not liable on bonds and notes.

§ 1866. State not liable on bonds and notes. The bonds and notes shall  not  be  a  debt  of the state of New York nor shall the state be liable  thereon and such bonds and notes shall contain on  the  face  thereof  a  statement to that effect.
