§  245.  Executive director. Upon the recommendation of the co-chairs,  the  governor  shall  appoint  an  executive  director  of  the  elderly  pharmaceutical  insurance  coverage panel hereinafter referred to as the  executive director. The  executive  director  shall  receive  an  annual  salary  fixed  by  the  governor within the amount available therefor by  appropriation and shall be  entitled  to  reimbursement  for  reasonable  expenses  incurred  in  connection  with  the  performance of his or her  duties. The executive director shall:    1.  Monitor  the  provision  of  services  pursuant   to   contractual  arrangements entered into pursuant to section two hundred forty-three of  this title and examine and review all documents and other information to  assure  compliance  with  all  provisions  of  this article whether such  documents or other information are under the control of a contractor  or  a participating provider pharmacy;    2. Appoint staff and request the assistance of any department or other  agency  of the state in performing such functions as may be necessary to  carry out the provisions of this title;    3. Perform such other functions as may  be  specifically  required  by  this  title,  as  assigned  by  the  panel,  or  necessary to ensure the  efficient operation of the program; and    4.  Establish  procedures  to  prorate  registration  fees   for   any  participant's  annual  coverage  period which began after January first,  two thousand and before January first, two thousand one. Such  proration  shall   be   calculated  on  a  daily  basis  and  ensure  that  program  participants are afforded  an  equitable  transition  from  the  program  established  pursuant  to  this  title to the revised program to go into  effect on January first, two thousand one.
